Kathleen (Kate) MacDonald is Senior Counsel at York Regional Police in Ontario, Canada. York Regional Police's 2200 members serve 1.2 million citizens in one of the fastest growing and most diverse populations in Canada. Kate holds a Bachelors Degree in Criminology from Queen’s University and a law degree from Western University. Kate was called to the bar in 2003, and has practiced law in both the private and public sectors. After several years as a Crown Attorney in Toronto, she joined YRP full-time in 2014.
Kate provides legal advice and training on a wide variety of issues in policing and the criminal justice system to police services across Ontario. She is currently designing a career-spanning personal and professional development program for police officers with an emphasis on inclusion, professionalism and wellness. Kate recently spent three years as a Change Process Leader in YRP's organizational culture transformation. In 2022, Kate was named Ontario Women in Law Enforcement's (OWLE) Civilian of the Year. Kate is also a qualified trauma-informed yoga instructor.
