Andrea Foulkes was an Assistant United States Attorney in the Eastern District of Pennsylvania from 1990 to 2021, and a Philadelphia Assistant District Attorney from 1976 to 1990. Since retiring in 2021, she provides pro bono assistance to the PA Innocence Project.
As an ADA, Ms. Foulkes served in the first dedicated Rape Unit in Philadelphia, which substantially increased conviction rates in its first two years, and then 10 years in the Homicide Unit. She instructed police and judges on sex crimes issues, and served on the Board of Families of Murder Victims. As an AUSA in the Organized Crime Strike Force, Ms. Foulkes led dozens of investigations and prosecutions of complex fraud, racketeering and drug organizations. Twice she received the DOJ Director’s Award for Superior Performance as an AUSA and many federal agency awards. As Senior Litigation Counsel, and as EDPA International Coordinator, she trained prosecutors, law enforcement, and foreign judges on complex investigations, litigation techniques, and obtaining foreign evidence. Ms. Foulkes earned her J.D. from Temple University Law School and a Master of International Service from American University.
