Chief Carlos R. Maldonado, received his Masters of Public Administration and Bachelor of Arts in Psychology from the University of New Mexico. In January 2003, he was appointed to the position of Deputy Secretary for the New Mexico Department of Public Safety/ Chief of New Mexico State Police. After retiring in March of 2006 from the New Mexico State Police, Carlos was hired as a Course Manager for the Prevention and Response to Suicide Bombing Incidents (PRSBI). PRSBI is a U.S. Department of Homeland Security sponsored counterterrorism program designed for first responders. In June of 2008, he was appointed as Chief of the Laredo, Texas Police Department where he served for four years. Carlos later served as Chief of Police for the City of Socorro, Texas from 2014 through 2018, where he was instrumental is restructuring the enter organization. Chief Maldonado also served as faculty for the FBI Law Enforcement Executive Development Association responsible for providing executive training to law enforcement executives throughout the United States.
Chief Carlos Maldonado has served as the Mission Advisor for DOJ/ICITAP’s mission in the Dominican Republic since 2018.
