Glenn Cavin is a lieutenant with the Plano Police Department and has 31 years of experience in law enforcement. He is a graduate of the 41st management college at ILEA and has an educational background that includes studies in mathematics, physics, computer science, and criminal justice at Stephen F. Austin State University, the University of Texas at San Antonio, and Midwestern State University, from which he received a Bachelor of Applied Arts and Sciences Degree in Criminal Justice. He has served in many roles and now oversees the department’s Technical Services Unit, which is responsible for management and support of the police department's many technology projects and programs. Glenn is a current member of IACP, NATIA, and SWGDE. He has also participated for many years as an assessor and subject matter expert for the DHS S&T SAVER and FRROST Programs; including evaluations of in-car video recorders, body worn cameras, discrete audiovisual recording systems, rapid deployment mesh video systems, rugged tablets, GPS trackers, light amplification devices, handheld thermal imagers, wall penetrating radar systems, and small unmanned aircraft systems (sUAS).
