Making Sense of the Evolving Legal Context for Civilian Oversight of Law Enforcement

The critical incidents of 2020 sparked the creation or enhancement of civilian oversight in jurisdictions, large and small, across the United States. The legal context in which these entities function is complex and evolving quickly. The session will provide an overview of the trends in the form, function, and legal authority of civilian oversight based on research conducted among the Top 100 U.S. Cities. Attendees will gain an understanding of how the law governing the powers of civilian oversight entities is evolving.
