Community Safety Partnership — Building Trust Through Service

The realization that making more arrests does not always lead to greater trust in the community pushed the Los Angeles, California, Police Department to partner with vocal critics in 2011 to create the Community Safety Partnership (CSP) relationship-based policing model. The process itself can take over a year to establish, with the time, energy, and resources required to place the right personnel in the right community with the right stakeholder support. The opportunity to create legitimate community trust in law enforcement and forge a true sense of safety in communities that have historically been ravaged by crime cannot be quantified. The CSP model is a relationship-building model. Relationships take time, energy, and, most importantly, commitment.
