The forensic investigation of a mass casualty event will present responding agencies with significant challenges due to the scope of the scene and volume of evidence. Existing processes, procedures, resources, and infrastructure were never designed to accommodate scenes of such magnitude. The Federal Law Enforcement Training Centers studied after action reports from numerous high-profile mass casualty incidents and spoke with law enforcement and forensic investigators directly involved in some of them. This presentation will illustrate many of the unique challenges that forensic investigators have faced in previous mass casualty incidents, as well as examine new investigative challenges that may arise. By doing so, we hope to help agency leaders be better prepared to effectively plan for and manage the forensic investigation of a mass casualty event.
