Dr. Deborah Paone is Implementation & Evaluation Director-CAPABLE for Johns Hopkins University (Baltimore, MD). She also serves as Performance Evaluation Lead & Policy Consultant to the Special Needs Plan Alliance (Washington, DC). In addition, Deborah maintains her consulting practice in healthcare evaluation and innovation through Paone & Associates, LLC, (Minneapolis, MN) a firm she founded in 2002.
For Johns Hopkins, Dr. Paone provides leadership and technical guidance to organizations implementing and evaluating CAPABLE. For the SNP Alliance, Deborah leads analysis on policy and regulation around quality measurement, social determinants of health, risk screening and health equity. She also directs the SNPA Annual Survey and collaborates with other researchers and subject matter experts to advance better care for persons with complex chronic conditions and high social risks. Previously, Deborah held senior level positions with the National Chronic Care Consortium (Vice President for Member Services and Senior Research Associate) and the American Hospital Association (Director of Aging and Long-Term Care Services-Chicago), and served as Executive Director for a nonprofit community services organization for older adults and family caregivers.
Dr. Paone is a member of the CMS/RAND Technical Expert Panel on Medicare Stars (2018-2022) and of the Health Equity workgroup through the National Quality Forum (2022). She is an evidence-based program reviewer for the U.S. Administration on Aging and a peer-review researcher for Frontiers in Public Health. Deborah bridges research, practice, and policy environments, working with other leaders toward more connected systems of care and social support for older adults, caregivers, and people with disabilities.
Deborah's advance degrees include a Doctor of Public Health (University of North Carolina-Chapel-Hill), a Master of Health Services Administration (University of Michigan), and a Bachelor in Gerontological Issues in Community Health (University of Rochester, NY).
