Laura Spining serves as the Deputy Associate Administrator for Broadband programs at National Telecommunications and Information Administration (NTIA). She has been instrumental in building the team to deliver on the Bi-Partisan Infrastructure Law (BIL) to bring high-speed, affordable internet service to every American. Prior to joining NTIA, Ms. Spining served as the Executive Director for the Internet Innovation Alliance, a nonprofit promoting the advancement of broadband. Ms. Spining has extensive industry experience including working at Level 3 Communications for 10 years buying, building, and selling broadband networks. Spining worked at USTelecom during passage of the Telecommunications Act of 1996. She is a native Tennessean and currently resides in Bethesda, MD
