David “Scott” Hencshel is a Business Transformation Leader, facilitator, and teacher with over 34 years of federal government experience in healthcare leadership, business transformation, strategic planning, process improvement, change management, and education. He currently serves as the Chief, Continuous Process Improvement (CPI) Support Branch for the Defense Health Agency (DHA) J5, Strategy Management Division (SMD) and previously served as the Senior Lean Six Sigma (LSS) Master Black Belt (MBB) and LSS Deployment Director for the US Army Medical Command (MEDCOM), Office of The Surgeon General (OTSG). He voluntarily serves as Distinguished Faculty at the Association of Aeromedical Services Safety Management Training Academy and is Adjunct Faculty at Trinity University where he teaches “Health Care Performance Improvement” into the Master’s in Health Care Administration (MHA) program. Scott also teaches LSS at the University of the Incarnate Word and Baylor University through the Robbins Institute for Health Policy and Leadership. Scott is a certified LSS MBB, certified Balanced Scorecard Professional (BSP) and a GE Healthcare trained Change Agent.
Scott is a retired Army Medical Service Corps Lieutenant Colonel, Master Aviator, rated in both rotary and fixed wing aircraft. He has flown the TH-55, UH-1 “Huey”, UH-60 “Blackhawk” helicopters, and the U-21 and C-12 airplanes. He has served as the Chief, Flight Physiology Branch at the US Army School of Aviation Medicine, flew MEDEVAC with the 507th Air Ambulance Company during Desert Storm, served as Company Commander for the 43rd Mobile Army Surgical Hospital (MASH), and commanded the 377th Medical Company Air Ambulance (15 UH-60 helicopters) in the Republic of Korea. He also formerly served as Co-President for the San Antonio International Piano Competition; is a self-proclaimed Chopin aficionado and satisfies his inner artiste by playing the piano. Scott resides in San Antonio, Texas.
