42.3 - Protecting Scientific Integrity from Inappropriate Foreign Government Interference: The NIH Experience

Introduction: Amid growing concerns about other countries seeking to undermine the United States scientific enterprise, federal agencies, including the National Institutes of Health (NIH) and the National Science Foundation (NSF), are identifying potential threats to research; investigating those who may be in violation of existing policies and laws; and developing new policies to ensure the long-term security and integrity of federally-funded scientific research. While Congress and federal agencies address the potential threats posed by foreign governments, researchers and universities need to ensure that their federally-funded research programs are compliant with evolving reporting requirements. At the same time, international collaborations among scientists must remain a priority so that students, postdocs, and faculty from other countries can continue to come to the United States to study and work. The goal of the session is to help researchers understand the scope of the problems with a historical perspective; how these issues affect them and their institutions; and what they can do make sure their research programs remain compliant.
