COL Foglia is a graduate of Muhlenberg College, Allentown, Pennsylvania, the University of Connecticut Medical School, and the Command and General Staff College. She did her residency in Obstetrics & Gynecology at Madigan Army Medical Center and fellowship in Maternal-Fetal Medicine at Madigan Army Medical Center.
She currently serves as the Designated Institutional Official and Director of Medical Education and Research. Prior to this assignment, COL Foglia served as the Maternal-Fetal Medicine Fellowship Director and Assistant Chief, Department of Obstetrics and Gynecology at Madigan Army Medical Center, Tacoma, WA. Other key service includes Obstetrics and Gynecology Residency Program Director, Madigan Army Medical Center, Ft. Lewis, Associate Obstetrics and Gynecology Residency Program Director, Madigan Army Medical Center, Ft. COL Foglia is board certified in Obstetrics & Gynecology and Maternal-Fetal Medicine. She holds faculty appointments as an Associate Professor of Obstetrics & Gynecology at the Uniformed Services University and Clinical Associate Professor at the University of Washington. She currently serves as the Chair of the Armed Forces District of the American College of Obstetricians & Gynecologists and sits on ACOG’s Board of Directors and Council of District Chairs. She is a Maternal-Fetal Medicine Oral Board examiner for the American Board of Obstetrics and Gynecology. She serves on the CREOG Education Committee, ACOG’s By-laws Committee, and ACOG's Committee on Credentials and Membership.
She is the recipient of the 2021 Edward Zimmerman Award, the 2020 MHS Senior Female Physician Leadership Award, and the 2018 ACOG Professor of the Year Award.
