Ms. Billing earned her Master of Science in Social Administration at Case Western Reserve University, and attained her Bachelor of Arts in Health and Human Services from the State University of New York at Buffalo. She is currently a Co-Investigator and the Project Director of CESAR’s EDDS project. Previously, she served as Project Director for the CDEWS Project and directed all five CDEWS studies. Prior to the CDEWS studies, she served as the Project Director for the precursor Maryland OPUS study. She also provided support for the NDEWS DOTS and HotSpot studies, assisting with the drug testing and reporting for these studies. Formerly, she served as the Assistant Institutional Review Board Manager at UMD. She has 19 years of experience managing large-scale research projects with specific expertise in developing cutting-edge drug testing panels for urinalysis, writing IRB and other applications to obtain approvals for studies, working with laboratories and drug testing programs (including hospitals) across the country to obtain EHR data and urine specimens, analyzing drug testing/EHR data, and writing reports to present these findings.
