Associate Professor Deborah L. Cartee, RDH, MS, is Senior Clinical Coordinator, Division Chief, and Admissions Director of the Dental Hygiene Division at the University of Maryland, School of Dentistry (UMSOD) in Baltimore. She earned her MS in Management (Health Care Administration Track) at the University of Maryland, University College, BS degree in Dental Hygiene at UMSOD, and AA degree in Dental Hygiene at Baltimore City Community College. She has extensive clinical experience, and has been teaching full-time for the last 29 years, serving as course director for numerous didactic courses including: Advanced Clinical Practice 1 & 2, Prevention & Control of Oral Disease I & II, Fundamentals of General Pathology, Oral Radiology, Dental Materials, Oral Histology & Embryology, Head and Neck Anatomy, Ethics, Intro to Oral Health Research, Foundations of IPE, Dental Pain Management and teaches continuing education courses. Ms. Cartee was awarded Teacher of Year six times.
Professor Cartee was elected Chair of the UMSOD Faculty Assembly, and Secretary of the University of Maryland Baltimore Faculty Senate. She is a past president and legislative chair of the Maryland Dental Hygienists’ Association. She has constructed bills, lobbied, and provided written and provided expert testimony in Annapolis leading to successful passage of legislation changing the dental hygiene scope of practice to include allowing dental hygienists to administer local anesthesia and nitrous oxide sedation, and provide direct access to dental assessments and treatment to special needs populations. Awarded in 2012, Deborah was the recipient of the MDHA Symbol of Excellence Award. She is an appointed examiner on the Commission of Dental Competency; and appointed by the Maryland Governor to serve on the Maryland Commission for Women, where she chaired the Achievement and Recognition Committee, responsible for planning and conducting the Maryland Women’s Hall of Fame and the Maryland Young Women Leaders Award activities and annual ceremony.
