Dr. Stephanie Payne, a Child Welfare Subject Matter Expert, Certified Adoption Investigator, Licensed Master Social Worker, and Adjunct Social Work Professor, has an extraordinary record of serving children and families and training and developing child welfare professionals in South Carolina. As a Child Welfare Training and Development Director with The Center for Child and Family Studies at the University of South Carolina, Dr. Payne serves as one of the Lead Child Welfare Trainers charged with facilitating and developing curricula for traditional instructor-led, virtual instructor led, and web-based training for Child Protective Services, Foster Care, and Adoption staff and management. Additionally, Dr. Payne has traveled the state facilitating debriefings for the differing SCDSS’ County offices regarding their Child and Family Services Quality Assurance Review results. She assisted those county offices in developing an internal program improvement plan. However, it is her job as a Certified Adoption Investigator that brings Dr. Payne the most joy as she travels the state meeting and assessing families who desire to expand their families via adoption and making a recommendation regarding their appropriateness. Dr. Payne holds a bachelor’s degree in psychology and a masters and doctorate degree in social work. Dr. Payne is also a member of the South Carolina Black Pages Top 20 Under 40 2020 Class.
