The use of mobile applications by offenders to share illicit imagery and target children online is on the rise. Unfortunately, tools to assist law enforcement in targeting these predators have been virtually nonexistent. Leveraging more than a decade of experience in this field, Child Rescue Coalition has created the first-ever system for targeting and prioritizing offenders who operate in these spaces. This lecture is designed for experienced chat investigators who are active on one or more mobile app platforms. It will showcase the functionality of Nemesis, Child Rescue Coalition's newest technology for ICAC investigators. A current Nemesis license is not required to participate in this lecture, nor will a Nemesis license be issued upon completion of this training. It is highly recommended that attendees bring their laptops or tablets to participate in this interactive presentation so they can follow along online with the instructor. Learning Objectives:
Examine the extent to which CSA criminals are utilizing end-to-end encrypted environments (ESEE) to elicit and share child sexual abuse materials (CSAM).
Observe which networks CRC Technology (Project NEMESIS) can already assist undercover officers and their research analysts when encountering leads involving user names in E2EE.
Demonstrate how NEMESIS can facilitate multi-agency and multinational approaches to tackling CSAM in E2EE by proactive approaches to de-confliction.
Propose new networks that officers in the field believe should be added to the NEMESIS ecosystem.
