David W. Berry is a veteran in the emergency response field. He started his career in 1972 where he has worked as an emergency response professional, program manager, curriculum designer, training manager, consultant, technical author, illustrator, and instructor.
Currently he serves as an Instructor at the Security and Emergency Response Training Center in Pueblo, Colorado.
His career in the fire service concluded in 2004 with the rank of Battalion Chief/Hazardous Materials Specialist from the Anne Arundel County Fire Department in Maryland. While there he developed the county's hazardous materials team and served as its Company Commander. He holds NFPA Professional Board Certifications for Fire Officer IV, Fire Instructor III and IV, Hazardous Materials Technician and Hazardous Materials Incident Commander.
Since his retirement he has worked for a number of companies/agencies to include groups such as the Pentagon Force Protection Agency’s Hazmat Team as their CBRNE Proficiency Program Coordinator.
Prior to this he served as the Defense Training Manager for CRA, Inc. located in Alexandria, VA. His work there included but was not limited to providing service and consulting on hazardous materials, WMD training, and technical assistance for the nation’s communities and military. He traveled worldwide developing and executing training programs for groups such as AMTRAK and the United States Marine Corp.
From 2004 – 2006 he worked as a Consequence Management Training Manager for Battelle Memorial Institute. While there he managed a group that was responsible for the training and exercise development/execution for Emergency Response and Department of Defense clients in the areas of hazardous materials, CBRNE and Weapons of Mass Destruction Incidents. He was also responsible for the Marine Corp Chemical Biological Incident Response Force (CBIRF) Raymond Downey Responder Training Facility.
Mr. Berry previously held the position as the Project Manager for Hazardous Materials Emergency Response Programs for Hazmat T.I.S.I. School of Occupational Safety and Health, a division of All American Environmental Services from Columbia, MD. He also served as their senior lead instructor.
During his career he has traveled worldwide to provide services in the fields of HazMat Emergency Response, Terrorism Response and Management, Hazardous Waste Site Work, DOT Shipping and Handling, Confined Space Entry and Rescue and in doing so, educated over 15,000 students. He has been involved in the design and development of hazardous materials response teams for both the public and private sectors. He has taught extensively at the National Fire Academy in Emmitsburg, MD in the fields of Hazardous Materials and Terrorism Response.
He has particular expertise in several areas. One of which is in personal protective equipment selection, specification, use and in decontamination procedures. Mr. Berry has had the opportunity to participate in the development of items of PPE. He is also a published author in this field.
He holds a Bachelor’s Degree in Criminal Justice.
