Ralph worked in Illinois' public health and human services agencies for 30 years, including 25 years in MCH. He worked in Illinois' infant mortality reduction initiative, led the implementation of Healthy Families Illinois, the state's home visiting program, and oversaw the MCH program's grant writing. He was a part of the MCH program for the 1997 reorganization and served as interim Title V Director in 2005-2006. After leaving state government in 2009, he free-lanced as a grant writer, served as Policy Director for the Illinois Public Health Association, and served for four years as Associate Director for Title V Programs in Illinois' CSHCN agency. He oversaw the preparation of 17 Block Grant applications and contributed to four more. He has also served as a federal Block Grant reviewer. He retired in 2020.
