Sergeant William Hong is a twenty-year veteran of the Los Angeles County Sheriff’s Department (LASD) and considered a subject matter expert in the areas of jail mental health.
Sergeant Hong graduated from California State University of Fullerton with dual BA degree in Sociology and Criminal Justice in 1995. His career with the LASD started in 2002. His first assignment as a deputy sheriff was a jail deputy in Twin Towers Correctional Facility (TTCF) supervising the mentally ill inmate population. In 2006, he moved on to Jaill Mental Evaluation Team (JMET) to identify, interview, refer, follow-up and relocate general population inmates that require mental health intervention. As a JMET Deputy, he also made himself available to the facility watch commanders to respond to crisis and/or tactical situations. In 2007, he transitioned to Custody Services Division Mental Health Liaison Deputy to bridge the gap between the LASD managers and Correctional Health Services managers. He facilitated numerous meetings to discuss, advice, improve, and implement new mental health programs within the LA county Jail system. He also worked closely with third-party monitors/inmate advocacy groups such as ACLU, Disability rights of CA, ombudsman’s office, National Alliance on Mental Illness, LA County Public Defender, and Department of Justice (DOJ). In 2015, he joined the Custody Compliance and Sustainability Bureau coordinating and facilitating the agreement process stemming from various major lawsuits such as Johnson v. LASD dealing with mobility impaired inmates, Rosas v. Baca which addressed the use of force issues at the jail facilities, and US DOJ v. County of LA dealing with inadequate mental health care in the jail facility.
In 2017, he promoted to sergeant and supervised custody personnel at TTCF before supervising the Policy and Data team for the Department. Sergent Hong currently supervises the LASD JMET.
