Phillip Bosquez commands the 701 San Jacinto Justice Housing, one of four bureaus in the Criminal Justice Command. It includes jail facilities at 701 N. San Jacinto, 711 N. San Jacinto and 1307 Baker Street.
Maj. Bosquez started his law enforcement career in 2002 as a patrol deputy with the Atascosa County Sheriff's Office, near the San Antonio and New Braunfels metropolitan areas. He was named 2008 Atascosa County Deputy of the Year following an hours-long negotiation with an armed suspect who threatened to take his life. Maj. Bosquez helped conclude the stand-off by having the suspect put down his weapon and surrender without incident. He served as a patrol supervisor before assuming the role of Atascosa County jail administrator.
He joined the Texas Commission on Jail Standards in 2013 as one of four field inspectors for the entire state tasked with ensuring that all 239 Texas jail facilities meet requirements. He also was one of the lead content developers for the state-mandated examination for persons seeking to hold the position of jail administrator.
He later served as a chief deputy with the Atascosa County Precinct 3 Constable’s Office and jail administrator for the Frio County Sheriff’s Office.
Maj. Bosquez was appointed to 701 Justice Housing Bureau Major in early 2021 by Sheriff Ed Gonzalez. His role with the state regulatory agency equips him with the extensive knowledge on corrections procedures and policies necessary to keep every person in the Harris County Jail safe, healthy, and better prepared to make a positive contribution to the community. His understanding of the inner workings of Texas jails puts the agency in a position to see continued transformation in areas of safety, innovation, and professionalism.
Maj. Bosquez is a certified master peace officer, master jailer, and mental health peace officer.
