My name is Mike Boling and I am a deputy sheriff with the Los Angeles County Sheriff’s Department. I have been a deputy sheriff since September 2006 and have worked a variety of assignments. I have worked in custody division (Twin Towers Correctional Facility), transportation (Transportation Bureau), administrative support (Custody Support Services), medical services (Access to Care Bureau) and patrol division (San Dimas Station).
Since 2007, I have served as the primary instructor for the physical disabilities portion of required POST training (LD-37, People with Disabilities) for each LASD academy. I also am a state-certified sign language interpreter and served as a college interpreter prior to becoming a deputy sheriff. I also played a major role in improving accommodations under Title II of ADA within LASD custody facilities under the “Johnson v. COLA” lawsuit. I served as the Custody Division ADA Coordinator for the entire Los Angeles County Jail system from late 2017 until I transferred to patrol in December 2019. Serving as the ADA Coordinator for the nation’s largest jail, I had to monitor ADA compliance for nearly half of the 20,000 inmates Los Angeles County had incarcerated.
I am a former AJA presenter (2019 in Louisville, KY) and was published in the March 2020 issue of American Jails Magazine regarding ADA Compliance. I was recently recognized as a subject matter expert by the National ADA Network in regards to ADA compliance within correctional/custody facilities. In the coming months, I will be working towards offering STC certified training regarding a comprehensive review of Title II of ADA and how it relates to reducing the likelihood of victimization and litigation within custody facilities.
