William Carter is a clinically active academic rehabilitation medicine physician with specialty training in spinal cord injury medicine. He began his medical career as a consult physician at Virginia Commonwealth University (VCU) Hospital, a level 1 trauma center in the Mid-Atlantic region of the United States. He is very active in multiple domains of academic medicine with concentration in medical education and teaching. Driven by need, his clinical role has morphed through consultation, inpatient rehabilitation, general academic center outpatient practice, geriatric focused, oncology focused, long term acute care, telehealth and department of corrections, to community inpatient practice..
Dr. Carter serves as the Director of the Complex Care unit at Sheltering Arms Institute. He has actively sought out opportunities of need, including enhancing clinical relationships with primary care Geriatrics and oncology services which previously had limited outpatient PM&R interaction. His clinical flexibility, from the intensive care unit to community wellness initiatives, has created a unique, broad interdisciplinary enabling expansion of the PM&R department.
Dr. Carter’s assists in spinal cord injury grant funded research. He has reviewed for multiple rehabilitation journals. He provides grant reviews for the DOD. His research interests have evolved alongside his clinical experience, with quality improvement and continuum of care being primary areas of interest.
Dr. Carter has been involved in teaching and mentorship through the education continuum from undergraduate to fellowship level. He is involved in the educational committee for both PM&R and SCIM, receiving the PM&R faculty teaching excellence award in 2017. His expertise has evolved to fill the known knowledge gaps within the program. He leads the residency QI and yearly is involved in resident research. He provides a yearly lecture for the 1st year medical student class and has been involved formally as a HEART group leader, EPA coach, and PCM clinician. He has presented nationally, and locally.
