Research Objectives: To investigate the promotion of Rehabilitation in the Unified Health System in Brazil, according to the Human Rights promoted by the Brazilian Law of Inclusion and the Convention on the Rights of Person with Disabilities.
Design: This is a case study o Brazil's public policy, using the 59 indicators of the Rehabilitation System Diagnosis and Dialogue (RESYST) Framework, which was constructed using propositions in the Convention on the Rights of Person with Disabilities. The analyses were conducted utilizing secondary data, such as documents, laws, and national health databases. The design technique was applied according to the indicator assessed.
Setting: Not applied
Participants: In Brazil, the promotion of rehabilitation is an obligation of the government, so in this study, the subject was the national policy of rehabilitation.
Interventions: This policy assessment occurred in 2021.
Main Outcome Measures: It demonstrated the fragility of legal application and availability of services according to the need of the population.
Results: The descriptive results show that the combination of strategies listed by Brazil meets 56% of the indicators. In the group of indicators related to "Legal Responsibilities and Strategic Priorities", Brazil's performance stands out for having an institutional framework that guarantees several laws on rights in ensuring rehabilitation in health in a universal, integral, and equitable way. While the availability of information within the "Service Coverage, Utilization and Results" scopes is 14%, "Access Barriers" 29%, and "Workforce Planning and Performance" 20%.
Conclusions: Although it has advanced in the promotion of legislation, it is necessary to increase funding and use scientific evidence to support the expansion of coverage of quality rehabilitation services.
