Dr. Jeffrey Baxter expanded Opioid Treatment Programs (OTPs) in Massachusetts and created a model for delivering all 3 FDA approved medications for opioid use disorder (OUD) within the State Massachusetts Department of Correction facilities. Dr. Baxter also led the team at Spectrum to open the doors of a COVID-19 positive detoxification and clinical stabilization unit in the first month of the pandemic. The unit has treated over 300 COVID-19 positive patients from across the state of Massachusetts. Dr. Baxter was also responsible for the creation of a multi-site and ambulatory treatment and research network to facilitate and evaluate treatment for underserved populations. Dr. Baxter provided the mentorship for opening the Hector Reyes House an innovative model of residential substance use treatment that provides services for 25 Latino men where in-house medical treatment, intensive cognitive behavioral therapy and methadone are utilized.
Dr. Baxter is a Physician Mentor for the Buprenorphine Physician Clinical Support System (PCSS) and as one of the original 70 physicians nation-wide chosen to mentor colleagues providing buprenorphine treatment. In addition, Dr. Baxter served on the SAMHSA Expert Panel on Buprenorphine Training and the Surgeon General’s Expert Panel on Prescription Drug Abuse in Youth.
