Ellen Weber, J.D., Sr. Vice President for Health Initiatives, Legal Action Center helps lead LAC's efforts to expand access to comprehensive and equitable coverage of substance use treatment in private and public payer systems at both the state and federal levels. She has focused extensively on enforcement of the Mental Health Parity and Addiction Equity Act and leads the Parity for All Campaign. Ellen first worked at LAC from 1985 to 2002 when she conducted disability rights litigation, established the DC office, and led national policy work. She led the field’s efforts to protect people with substance use disorders under the Americans With Disabilities Act and participated in the first round of national health care reform legislation. As a faculty member of the Univ. of Maryland Carey School of Law, Ellen established and taught the Drug Policy and Public Health Strategies Clinic from 2002-2017.
