Frances McGaffey is an associate manager with the Pew Charitable Trusts' substance use prevention and treatment initiative - a policy team that partners with states to advance access to effective treatment for opioid use disorders. She leads research on opioid treatment programs and how states can use data to inform their response to the opioid crisis. Before joining the initiative, she worked with other Pew teams on state fiscal health and prison health care. McGaffey holds a master’s degree in public policy from George Washington University and a bachelor’s degree from Vassar College.
