PC3036: An Update: Regional Metrics Scorecard Usefulness Survey: How Did It Work for Healthcare Coalitions?

Background: Region V for Kids, formerly The Eastern Great Lakes Pediatric Consortium for Disaster Response, was funded as a Pediatric Center of Disaster Excellence through The Office of the Assistant Secretary of Preparedness and Response (ASPR). The Regional Scorecard was created to highlight the vulnerabilities of children and families that may exist within regions. This is an update on the use of the tool in a pilot released to the regional healthcare coalitions of three states and the revision of the tool based on feedback.

Methods: Considerations while developing the scorecard included physical and social determinants of health for children and families, differences for communities, and a generalizable tool that could be applied to all healthcare coalitions and locations around the United States. Nine original domains were identified, however only three domains were included that had regional or national and open source databases and data points available for healthcare collisions to access. These three domains were healthcare expertise available within a region, mental health considerations, and community resiliency. To evaluate the scorecard and its usefulness, an IRB approved survey consisting of nine questions utilizing a Likert scale was sent at the time of the scorecard to gauge participants feedback on the tools ease of use and domains and gaps.

Results: The scorecard and survey are currently being distributed to healthcare coalitions in three states. Preliminary data suggests that healthcare coalitions are excited about this tool. To date, more than half of respondents indicate they are somewhat likely to make changes based on the data they elicited from the scorecard. Supply chain and patient tracking as well as reunification and evacuation are among the highest rated domains in terms of usefulness for healthcare coalitions. However, the scorecard is time consuming based on feedback and it is currently unknown how the collected data will impact future healthcare coalition practices moving forward. A forthcoming update will describe the final analytics and how the results impact the development of the second version of this tool.

Conclusion: This scorecard and preliminary survey evaluation will be used to create an updated version of the regional metrics scorecard that will be distributed nationally to assess for situational awareness around mitigation of disasters affecting children and families.
