In my 20 years of experience in air quality consulting, air quality permitting plays one of the largest roles when it comes to siting any new major manufacturing source. Air quality appears to be one of the long lead items prior to construction of any new facility with permits taking up to two years to be issued from submission of an application. However, there are many other important environmental considerations when it comes to constructing a major source manufacturing facility. Although air quality will be mentioned in this presentation, the presentation will focus on other pre-construction aspects of building a new major source facility. Important items that will be highlighted include both ecological and cultural resources impacts and other environmental considerations. A discussion on waterways impacts on stream and wetlands and permitting considerations prior to construction will be reviewed. Additional discussion will be held regarding the impact of important artifacts and location of other cultural locations such as cemeteries will be included. The different types of permitting for ecological and cultural impacts will be reviewed and best practices to ensure receipt of a permit will be shared. This presentation will demonstrate how air quality permitting considerations interact with other environmental permitting needs.
