Ms. Cecilia Ho leads the Air Quality and Noise Team in FHWA’s Office of Natural Environment in Washington D.C. Cecilia and her team manage the implementation of FHWA’s air quality and noise programs including the Congestion Mitigation and Air Quality Improvement (CMAQ) program, transportation conformity, highway traffic noise regulation, Mobile Source Air Toxics policy, and the development of FHWA’s Traffic Noise Model (TNM). She oversees the development of Federal regulations, national policies, and guidance in areas related to transportation and air quality, and highway traffic noise. Cecilia has almost 30 years of experience in transportation planning, environmental regulations and policies, and transportation and environmental policy development and analyses, in both public and private sectors.
Cecilia received her Master of City Planning degree from the Georgia Institute of Technology, with a concentration in Transportation Planning. She is a certified planner.
