After starting his career at CARB, Gary Rubenstein became one of the founding partners of Sierra Research. Since 2017, he has been a principal at Foulweather Consulting. A graduate of Caltech and a QEP, he is an engineer with an extensive background in the air pollution control field, including all aspects of air quality planning, strategy development and analysis, emission inventory development, emission control system design and evaluation, and automotive emission control design. He has supervised the preparation of control technology assessments, environmental impact reports and permit applications for numerous industrial and other development projects.
Gary has presented testimony and served as a technical expert witness before numerous state and local regulatory agencies, and has provided expert witness testimony in a variety of administrative and judicial proceedings.
