Paul Philley, AICP is a Program Supervisor in the Transportation and Climate Change Division at the Sacramento Metropolitan Air Quality Management District. His team works to protect the public health of 1.5 million breathers through development review and policy advocacy in the land use and transportation sectors. He holds a B.S. of Geology from CSU Bakersfield and an M.A. in Urban Planning from UCLA. He currently serves as the President of the Sacramento Transportation Management Association as well as President of the Sacramento Air District Employee Association.
