Kelley Begin, P.E. serves as the Air Practice Leader for Woodard & Curran. Kelley has 28 years of experience in the air quality field and specializes in air permitting, control technology analsyses, emission inventories, dispersion modeling, greenhouse gas emissions, and sustainability initiatives. She works with manufacturers, industrial facilities, utilities, and institutional clients to address their air quality needs, as well as state and federal permitting and enforcement personnel negotiating issues like settlement agreements and regulatory interpretations. Kelley also has experience serving as an expert witness and delivering testimony on air emissions cases. Prior to joining Woodard & Curran in 2002, Kelley worked as an air permit engineer for various regulatory agencies.
