Dr. Julia Lester, Principal at Ramboll US Consulting in their Los Angele office, has over 32 years of experience in air quality services. She joined ENVIRON (now Ramboll) in 2004, after more than 14 years at the South Coast Air Quality Management District (SCAQMD). She has worked with clients since 2005 on air quality, health risk assessment, and greenhouse gas (GHG) regulatory issues. Dr. Lester has substantial expertise in the preparation and review of California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) documents, particularly air quality, health risk, GHG, and climate change impact assessments. Dr. Lester is a SCAQMD Certified Permitting Professional and San Joaquin Valley Air Pollution Control District Certified Air Permitting Professional, and she has assisted numerous clients with permitting and compliance in multiple state and air district jurisdictions. Her clients include air agencies, local governments, California sea ports and goods movement operations, government agencies, wastewater / waste-to-energy facilities, industrial facilities, agricultural operations, and agencies/industries with specialized air regulatory challenges.
