Harish Rao is President of Rao Consulting Services providing independent environmental engineering consulting services, with a focus on regulaotory compliance, air qualilty and risk assessment. Dr. Rao has nearly forty years of experience in environmental engineering, regulatory analysis, plans and reporting, compliance, permitting, remediation and risk assessment, including experience with teaching and research at several educational institutions; as Chief Scientific/Technical Section of the Illinois Pollution Control Board; and nearly three decades as a consultant with several national firm and as an independent consultant for the last seven years. His other interests are in climate change, waste issues and carbon offset approaches for decarboniztion.
Dr. Rao has a B.E. in Civil Engineering from BMS College of Engineering, Bengaluru, India, an M.Tech, in Civil/Public Health Engineering from the Indian Institute of Technology, Kharagpur, India and a Ph.D. from Northwestern University. He is a Registered Professional Engineer in Illinois and a QEP. He has been an active member of the Air & Waste Management Association (A&WMA) since 1984, serving on various Technical Coordinating Committess over the years and is currently Immediate Past Chair of the A&WMA Technical Council and Treasurer of the Lake Michigan States Section of A&WMA. .
