Charles Thomas (Tom) Moore, Jr., is the Air Quality Program Manager for the Western Regional Air Partnership (WRAP) and for the Western States Air Resources Council (WESTAR), the association of state air quality agencies for 15 western states. He has led numerous regional air pollution monitoring, emissions, modeling, and source apportionment studies and analysis projects for ozone, PM, and visibility impairment. He has been involved in analysis of both anthropogenic and natural sources' impacts on visual air quality, in support of Regional Haze planning for more than 25 years. Studies focus on key western emissions sources such as coal-fired electrical generating units, fire and smoke, oil and gas, and international transport.
