Peter Hess P.E., BCEE, QEP is the Past President, Honorary and Fellow member, holder of the S. Smith Griswold Award, six-year Board Member and 49-year member of A&WMA. He lives across the Golden Gate Bridge in Marin County.
Following the motto, “If not me, then who” Peter is helping his friends in Toledo Ohio. During the last half decade, Peter has provided pro bono Clean Water Act regulatory counsel to stop the formation of hazardous algae blooms in Western Lake Erie, and to enforce the International Government Commission Annex 4 Treaty.
On the air side of the ledger, Peter served four decades, until his 2007 retirement, as the top non-politically appointed position (deputy air pollution control officer) for the Bay Area Air Quality Management District. He has unparalleled dedication to providing ‘clean air for everyone.’ Peter’s trademark is creating strong regulatory programs, his two most prominent are the emission trading-banking program and the bubble permit. He testified before the U.S. Senate Environmental Subcommittee on June 3, 1981, on emission trading-banking. On June 24, 1984, the Supreme Court upheld the legality of the bubble permit with the issuance of the precedent setting deference doctrine decision. He is Past President of the California Air Pollution Control Officer Association, a 3-year Chair of the ARB Technical Review Group and 5- year veteran of the CA Ozone Transport Commission. He has thirty-eight publications including two sections in the Air Pollution Engineering Manual.
Peter is a ‘distinguished alumnus’ of UToledo College of Engineering and led the team which established the curriculum for the accredited undergraduate environmental engineering program. Peter’s forthright belief is, “Education is a tool that must be used for the benefit of society for we belong to a Commonwealth where the good of one should be used for the benefit of all.”
