Significant challenges remain regarding best available control technology (BACT) and air quality modeling for a prevention of significant deterioration (PSD) permit for PM2.5 emissions. Over the years, U.S. Environmental Protection Agency (EPA) and State agencies have issued several BACT determinations for both PM2.5 and precursors. PM2.5 air quality modeling for PM2.5 direct emissions are complex when considering offsite sources. In addition, the regulatory uncertainty remains regarding addressing PM2.5 and ozone precursor emissions impacts. The EPA has provided Modeled Emission Rates for Precursors (MERPs) that are somewhat useful in this endeavor. This panel will provide an overview of the recent PM2.5 BACT developments highlight recent BACT determinations issued by the EPA and various State agencies. BACT reviews typically involve input by the applicants and comments from citizens, EPA, and other stakeholders. They are also part of significant legal challenges. The panel experts will also address recent developments regarding PM2.5 and ozone modeling impacts and various options in regard to precursor demonstrations.
