The Title V Program has been in place for over two decades. A Title V (or Part 70) Operating permit incorporates all applicable requirements for a source and establishes requirements for compliance certification. This creates significant obligation on part of the source owners and operators to ensure that they can certify compliance with all the requirements in their Title V permit. In addition, modifications and renewals of Title V permit can create significant issues and opportunity for objection by or petition to the U.S. EPA Administrator. The objection process can create uncertainty regarding historical new source review actions. A panel of experts will address significant issues and challenges observed in implementation of Title V program.
