For minor sources, the Clean Air Act does not provide clear guidance related to modeling requirements. Instead, each state or designated permitting authority is given discretion on developing and implementing minor source modeling policies that ensure the protection of the NAAQS. Through these legally enforceable procedures, states can devise a minor source modeling program that addresses the specific needs of the areas under their jurisdiction. Given this, the requirements for modeling minor sources are sometimes unclear because of the discretionary nature of the relevant statutory and regulatory provisions. This panel will explore how different regulatory agencies address minor source modeling.
