In an effort to manage and prevent the release of PCBs–containing building materials during demolition into municipal storm drain systems from demolition of applicable structures via vehicle track-out, airborne releases, soil erosion, or stormwater runoff, the Bay Area Stormwater Management Agencies Association (BASMAA) has developed guidance, tools, and outreach and training materials to assist with San Francisco Bay Area municipal agencies’ efforts to address the requirements of Provision C.12.f. of the Bay Area Municipal Regional Stormwater Permit, which requires Permittees to manage PCBs–containing building materials during demolition. BASMAA provides guidance, tools and outreach and training materials to assist in managing PCB appropriately. In the last two decades, there has been a big push to try and reduce the amount of PCBs present in the environment, particularly in water systems which contaminate the fish we eat. However, there are times when there may be conflicting strategies (e.g., laboratory analyses) between BASMAA and US EPA Region 9 with regard to 40 CFR 761 (Polychlorinated Biphenyls (PCBs) Manufacturing, Processing, Distribution in Commerce, and Use Prohibitions). Learning to navigate through the two processes can be tricky at times. Understanding all regulations, as well as properly assess a property for suspect materials takes experience and knowledge regarding PCBs and their historical use. The presentation hopes to educate and also share success stories as well as the trials and tribulations experienced with the process.
