A recognized expert in water resources and resilience, Enrique has 24 years of experience in the environmental industry, with a focus on climate change adaptation and resiliency, integrated water resources planning, risk analysis and decision support. He has extensive ex-perience on projects that involve multiple institutional and community stakeholders, designing and managing decision processes to achieve consensus on water resources and resilience solutions.
Enrique is Chair of the American Water Works Association (AWWA) Climate Change Committee. He is co-author of the AWWA Climate Action Plan Development Handbook (M71), the U.S. EPA Office of Research and Development Technical Report on Total Water Management, the California Department of Water Resources’ Climate Change Adaptation Handbook for regional water planning practitioners (with EPA Region 9 as co-lead agency). Enrique has authored several papers and presented at more than 50 conferences in the U.S. and internationally. He earned master’s degrees in technology policy and environmental engineering from MIT and a bachelor’s degree in chemical oceanography from Universidad Autónoma de Baja California.
