Mr. David Lyle Read has Masters and Bachelors degrees in Civil Engineering from the University of Central Florida and is a licensed professional engineer in Florida. Mr. Read has over 35 years of experience in engineering, research, and computer science, including more than 15 years working for the Florida Department of Environmental Protection (FDEP). Mr. Read for the last 8 years has been the Environmental Administrator managing the air permitting section of the Office of Permitting and Compliance in the Division of Air Resource Management (DARM) of the FDEP. Mr. Read is one of DARM’s leading technical experts in PSD permitting and federal New Source Performance Standards and National Emission Standards for Hazardous Air Pollutants.
