Environmental Engineer

Mr. Stephen Cosper is a Research Environmental Engineer at the Construction Engineering Research Lab (CERL), a position he has held for over twenty-five years. Early on, he was active in the Army’s building deconstruction program, focusing on material recovery methods and mitigation of potential hazards, such as lead-based paint. Much of his work over the years has been in technical assistance to DPW staff at Army installations. This includes guidance documents on new technologies or policies; feasibility studies, and all aspects of waste management planning. For a period of five years, Stephen and his team were heavily involved with the BRAC office, helping to document environmental hazards at closed installations.
Prior to joining CERL, Stephen work at the University of Illinois at Chicago, studying waste management topics for the State of Illinois. He is currently Institute Affiliate at the Illinois Sustainable Technology Center where he consults with researchers on technical solutions to military environmental issues.
Mr. Cosper holds a BS in Civil Engineering from the University of Illinois, and an MS in Environmental Science from Indiana University. He has received multiple CERL Team awards, and recently was awarded the ERDC Program Development Achievement Award.
