We are reaching the climax of the Regional Haze Rule’s Second Decadal Review in 2021, featuring the simultaneous preparation by 50 states of their State Implementation Plans (SIPs) with a deadline of July 31, 2021, although many states will miss this deadline. We are reaching the end of the period of concern and anticipation by affected emission sources that may be required to install expensive emission controls as part of the SIP planning for the 2028 milestone year. This presentation will provide an up-to-date status of various aspects of the planning, including the following aspects: • Review of “4-factor analyses” conducted by selected emission sources; • Progress on regional modeling to determine the progress toward 2028 visibility goals • “5th factor” analyses and consideration of individual source visibility impacts for decisions on emission controls; • State activities for reviewing and acting on the information provided in the 4-factor and 5th-factor analyses, including thresholds for emission control costs and visibility benefits for setting aside candidate controls; • Various state and Regional Planning Organization approaches (and their consistencies as well as inconsistencies) for dealing with the many analysis and documentation requirements of the Rule; • Approach to the Second Decadal Review by the Federal Land Managers and environmental groups.
