Kevin Black is an independent consultant with KNM Consulting LLC. He formerly was with the Federal Highway Administration (FHWA) until his retirement in January 2020. While with the FHWA, he was involved with several projects and programs including the FHWA’s Congestion Mitigation and Air Quality Improvement Program (CMAQ). Since his retirement, he has provided consulting services to several organizations on air quality, climate, and highway-related environmental and safety issues. Mr. Black has remained active in several professional organizations including the Air and Waste Management Association where he is currently treasurer of the Baltimore-Washington Chapter and a member of the South Atlantic States Section Board. His educational background includes a BA in Geography from George Mason University, a BS in Civil Engineering from Virginia Tech, and a MS in Civil and Environmental Engineering from George Mason University.
