The Biowaste Pyrolysis Solutions' (BPS) facility is located in Schenectady, NY at the existing water resource recovery facility. The BPS facility is permitted to construct and is currently being built. The completion of the facility has been delay as a result of the restrictions imposed by the COVID-19 pandemic. The facility is located within the plant boundaries of the water resource recovery facility but is owned and operated independently from the management of the treatment plant. The plant proposes to process wastewater residuals from the Schenectady plant and other plants in the surrounding communities.
This presentation discusses the permitting process as followed by the BPS facility in developing the project in Schenectady, NY. The discussion will primarily focus on the air quality permitting requirements, by will mention other environmental permitting requirements that the BPS project encountered as part of its review. The BPS project was classified as a non-major (State only) facility, subject only to the New York State Department of Environmental Conservation (NYS DEC) review. Additional State permitting requirements included the State Environmental Quality Review (SEQR) and Environmental Justice (EJ) reviews. The permitting process for similar pyrolysis plants will be compared to the permitting requirements for other types of facilities that would process similar waste materials.
